Terms of Service

1. Acceptance of terms

By accessing or using MPSeDC Tender Portal, you agree to these Terms of Service and to the procurement rules that apply to each tender. If you do not agree, do not use the platform.

2. Accounts and eligibility

You are responsible for the accuracy of the information you provide and for keeping your credentials secure. Bidder accounts require identity and contact verification, and may be subject to approval before participation. You must not share your account, password, or one-time verification codes.

3. Acceptable use

• Provide truthful, lawful information and documents.
• Do not attempt to access another bidder's data or any sealed bid information.
• Do not disrupt, probe, or attempt to bypass platform security or evaluation rules.
• Do not upload malicious, infringing, or unlawful content.

4. Tenders, bids, and evaluation

Tender terms, eligibility, fees, and deadlines are defined per tender and may be amended by corrigendum. Submitting a bid does not guarantee award. Eligibility, compliance, and ranking are determined by the published deterministic rules; the procurement authority's decisions are final subject to applicable law.

5. Intellectual property

The platform, its software, and its design are protected by applicable laws. Tender documents and bidder submissions remain the property of their respective owners and are used only for the procurement process.

6. Disclaimers and liability

The platform is provided on an “as is” basis. To the extent permitted by law, we are not liable for indirect or consequential loss arising from use of the platform. Nothing in these terms limits liability that cannot be excluded by law.

7. Changes

We may update these terms from time to time. Continued use after an update constitutes acceptance of the revised terms.
